The Challenge
SADV (Société d'Aménagement et de Développement Vert), a subsidiary of OCP Group, was tasked with developing sustainable, world-class urban centers. The flagship projects, Mohammed VI Green City in Benguerir and the Green Mine in Khouribga, aimed to set new standards for urban living in Morocco.
To realize the vision of a "Smart City," SADV needed a comprehensive digital infrastructure strategy. The challenge was to design a future-proof telecommunications master plan that would support advanced services (e-education, e-health, smart grid) while ensuring economic viability and regulatory compliance for a non-telco operator.
Strategic Hurdles
- Integrating digital infrastructure into urban planning from day one
- Defining the role of the urban developer vs. telecom operators
- Ensuring financial sustainability of the infrastructure investment
Smart City Blueprint
We crafted a holistic digital master plan, defining the technical architecture, business model, and regulatory strategy for SADV to act as a neutral host infrastructure provider.
Traditional Planning
Telecom infrastructure treated as an afterthought in civil works.
Risk of multiple operators digging up streets (inefficiency).
No clear revenue stream from digital assets for the developer.
Integrated Smart City
Mutualized Infrastructure: Designed a single, shared fiber network reducing civil works cost.
Neutral Host Model: Enabled SADV to monetize infrastructure by leasing to all operators.
Service Ready: Infrastructure supports advanced services like the Media Library and University.
